WEST FELTON PARISH PLAN - 2013-2014 STEERING GROUP MINUTES

ITEM 1- Welcome
SH welcomed the group members.

ITEM 2 - Apologies
SH gave apologies for those who were unable to attend the meeting.

ITEM 3 – Minutes of Meeting 2 – 22nd April 2013 to be agreed
PE said item 10 is incorrect.  The meeting with Balfours and Tedsmore Trustees was not minuted, it was an informal meeting.  SH agreed but referred to notes taken by attendees and the report from that meeting to the next Parish Council meeting which was minuted.

          ACTION – HG TO CHANGE AND RE-SEND.


ITEM 4 – Matters Arising
          No new matters.

ITEM 5 – Appointment of Volunteers co-ordinator
SH asked the group if anyone would like this role.  No-one volunteered.  SH said he will carry on doing this with PS. SH has from the initial meeting around 20 names of people who wanted to be kept informed, hopefully they will help or know someone who wanted to be involved.

ITEM 6 – Report on Feedback from Village Magazine’s residents’ SAMDev survey  
     GM co-ordinator the questionnaires.  GM said that 402 responded in total.
384 open countryside, 11 Community Cluster, 7 Community Hub.  GM classified the comments made by the residents.  Group have a copy of the results.  The results will also be published in the West Felton Magazine.

The group have sent a letter to the Planning, Steve Charmley and Owen Paterson.  Their objection has been logged on the Planning website-thanks to IW-along with about 60 other objections at this time.  The group felt that they have done all they

can, for the time being, with letters and the questionnaire results, original post-it note comments as well as the objections from the general public.

PM asked should we be starting to log our volunteer hours, the group agreed, PM said can everyone start to keep a log.  IW put together for the group a time sheet, if from time to time we can hand them in to PM to log.  MD asked what has happened to the completed forms, SH said he has passed the results on to Karen Townend and he will keep the originals.


ITEM 7 – Progress on CLP grant application – SH, PM, CD
SH has sent off the grant application, he has not had a response but hoping he will by the end of the week. The Parish Council will be acting as guarantor for the rest of the money

There is a possible grant for remote hamlets; due to the fact we have small villages (possibly up to £200).
For doing research on businesses (possibly up to £500). The list from CD needs some updating, some companies need adding and some removing, and there is very little information on the businesses.
Doing research on young people, all together around £1000. We will have to wait and see.  We need some of the Shropshire Council grant before we start to do work.

ITEM 11 – Report on Steering Group Parish Tour 16th May 2013
SH spoke to the group about the trip, highlighting how big West Felton is, and how much is open countryside, farm land.  West Felton has a castle behind the church, there is the moat left, with water.  The English Heritage have it all fenced off.  It is overgrown but it is still an asset.  It would be nice if someone could do something with this. SH said he has put something on the Blog site about our Group Tour.

The group thanked SH for arranging the trip.
   
ITEM 12 – Data from Sarah Garlick’s and Emma Smith’s – CD, All
SH said the group should have received a list of companies from CD, a group of people in an office for a day to update the companies, via telephone or yellow pages and some face to face information.  SH will speak to Shropshire Council and see if they have any more information before a decision is made on best way forward.  SH spoke about the census on people living in West Felton.  Some of the group have not received this information, SH will forward a copy.  Information on both emails will be useful when we start to put the plan together.

ITEM 13 –Project Planning Group–scheduling progress – CLP Advice Sheet – step 3
SH asked if we all received the email he sent, all said yes, the Advice Sheet and   Timeline plan will keep the group on track with what they are doing and make sure we do not miss anything. There is a recognised process for putting a plan in, the difficult thing is working out how the group will do this one. Members of the group need to put a Timeline plan together so that the group can allocate tasks and mark off when done.  SH asked for volunteers for PROJECT PLAN GROUP, IW, CJ x 2, SH, JR offered, they will have a split meeting to discuss which way they intend to plan this. SH will email around with some dates.       
          VOLUNTEERS CO-ORDINATOR will be covered by SH, PS.

ITEM 14 – Project Heads – Champions to engage special groups/issues within the Parish.
The group discussed who and what needs covering. The working group will liaise with each other to decide how they are going forward with below.   The group will need help from other members of the parish.  SH still as the list of people from the first meeting who wanted to be kept informed.  Hopeful they will not mind helping with some tasks.

iii.          Pylons – SH said the 10am 4th June at Welshpool. SH has sent emails to the group. This is will be address via the questionnaire and Blog site, the group decided due to the time frame that no-one would be delegated this task.  Group will relook at this if needed.

PARISH PLAN UPDATE 04


WORKING GROUPS CHAMPIONS ESTABLISHED

The Steering Group met for the 3rd time on Tuesday 21st May at the Methodist Church Hall.

Steve Haworth and Pete Sturgess were appointed volunteer co-ordinators. Volunteers, over and above the steering-group members will be needed for short-term research projects on specific working groups during the progress of Plan. – Below are the different working groups established, with relevant Steering Group champions. If you are able to assist with any of these groups, in any capacity, then we would appreciate your help. Contact numbers are below.

The Community Led Plan grant application is completed. We await confirmation that the £1500 applied for is to be granted. We believe now that it now has, as a springboard for getting on with the community research work needed.

The public consultation results on public wishes for building development in West Felton Parish were announced. These showed 402 forms were returned. Of these, 384 (95.5%) had opted for ‘Open Countryside’, 11 (2.7%) for ‘Community Cluster’ and 7 (1.8%) for Community Hub’. This translates to about a 45% return from adults within the Parish, an excellent return and highly significant result. The results have been passed on to the Shropshire Council Planning Department for their information.
Many thanks to those who completed forms and to those who collected them.

The Blogsite http://wfparishplan.blogspot.co.uk/ is up and running. We intend to keep it updated with minutes and items of interest about the progress of the Plan.

Many steering group members had a motor-tour of the Parish the previous week to remind members what a large and diverse geography the Parish has and to help ensure nowhere or matter of relevance is omitted from the Plan. This had clearly been much enjoyed by those able to go in widening their Parish knowledge.

A good deal of data about the Parish demographics and businesses has been received from Shropshire Council, though it was clear that a lot of updating is required – a significant task to come for one or more of our working groups.

A project plan and monitoring process for the steering group is being set up, so that all the tasks identified can be recorded against a schedule for completion and a running tally kept of how each one is progressing. A project plan group met at The Punch Bowl on Tuesday 4th June. The prepared results will be confirmed at the next steering group meeting of Tuesday 25th June.

The Working Groups identified are:

  • Liaison with surrounding and Perry Parishes - Judith Roberts, Ian Walker
  • Parking, Traffic, Highways, with Infrastructure (statutory undertakers) - Steve Haworth, John Houghton
  • Bridging, Planning & Building Development - Chris Jones and Chris Jones

These groups’ champions, as above, will be working out individual action plans for their groups over coming weeks, to be carried over the rest of this year.
