WEST FELTON PARISH PLAN 2013-2014 STEERING GROUP MINUTES

MEETING HELD AT:         Methodist Church Hall – West Felton

SH welcomed the group members.

ITEM 3 – Minutes of Meeting 9– 12th Oct to be agreed - All
Minutes agreed by the group.

ITEM 4 – Matters Arising from Meeting 9 - All

ITEM 5 – Finance Report - PM
PM said the bank balance is £2135.68, pod money still to be billed £100.00 and the business posters/flyers.

ITEM 6 – Wkg Group Updates
i.            Schoolchildren and Young persons – PS, SH,
SH has emailed the group with the results from the pod questionnaire,
Good results, he has sent a letter of thanks to the school.

SH next stage will be to sort out the youth questionnaire.

ii.          Sport/Leisure Clubs/Elderly and Disability/Churches – PM, PL, PS
PM said they have around 80% of the questionnaires back, the last few they should have back soon.  General feeling is that the clubs are looking for new members, and volunteer to help.  PS said when all the questionnaires are back, she will be looking at putting an advertisement in the West Felton Parish Magazine asking if people would like to try the clubs, hopefully to attach new members. 

CD said has part of your Parish Plan you could ask if anyone would like to volunteer to help with the clubs.



iii.       Workers/employers/ICT/Commercials – HG, MG, PS, GM, DI

·         Outcome of Rednal tour with Mostyn-Owens
DI spoke about the meeting, said it was a good meeting. DI will email them his list of companies he has on the business address list, Candida Mostyn-Owen will fill in the email address.  SH will email the questionnaire and she will chase them up.   The group think it would be best if they collect them back or arrange a drop off pint.

·         Questionnaires and Flyers–
SH has had the questionnaires photocopied, he handed them out to the volunteers.


·         Volunteers for delivery/Interviews/collection/collation –
DI spoke about the rest of the companies on the list, the volunteers  will deliver the rest.


·         Schedule of deliveries-
DI will email the companies to the volunteers, if they choose who they would like to visit.  Email them back to him, he will mark names against the companies to unsure we do not duplicate.  When the volunteers have collected them back, let DI know so he can mark as completed.  The group agreed it would be a good idea to phone the company and let them know we are dropping the questionnaire off.

iv.        Liaison with surrounding Parishes – IW,RM

·         Feedback from last LJC meeting

SH thanked IW for his talk at the LJC meeting.  WELL DONE IW

IW said it was interesting, Baschurch fire station closure and the shortage of suitable elderly accommodation was the two things that came out of the meeting.




v.           Parking/Traffic/Highways/infrastructure-SH, JH
Nothing new to report.

vi.        Bridging, Planning and Building Development – CJ, CJ (c)
CJ (c) said that the Government have made a change on the development side, if you have a green field site and brown field site, if the green field site is cheaper to build on then the green field site will be built on.   CJ spoke how this affects Shropshire Council and other Councils. 

vii.      Environment – JH, IW
JH was not at the meeting, to update next meeting.

viii.    Transportation – GM, DI
DI said his questionnaire is ready and will be incorporated in the main questionnaire.

ix.        Publicity – MD, PM
In the magazine and on the website.

Advert went in Shropshire Star this week, and should be in the Advertiser next week.
               

ITEM 7 – Household questionnaire preparation
SH said he has spoken to Maxine at the RCC, she said we would be better to send the questionnaire out in February.  This would mean that we should have everything in by the end of April.

The members of the group that will be putting the household questionnaire will have another meeting on the 10th December.

Minutes agreed by the group. Group have the draft copy of the minutes, final copy to be email this week.

ITEM 6 –  Wkg Group Updates
i.            Schoolchildren and Young persons – PS, SH,
Pods went well with the school children on Friday 8th November, 5 groups in total, not the under sevens. The Rural Community Council will put together the results in a series of tables.  The school have also been asking the children what they would like in the Parish, the school will carry on doing this over the next few weeks.  The school will also produce a map of the area so that the children can put label on, with items they would like to see in the Parish. Including all the good things they like.

ii.          Sport/Leisure Clubs/Elderly and Disability/Churches – PM, PL, PS
PS said all the questionnaires are now out, they have had some back, they will continue to chase the rest. 

They are waiting for some to be returned.

iii.       Workers/employers/ICT/Commercials – HG, MG, PS, GM, DI

·         Poster & Flyer – Group had a look and are happy with the Flyers, Posters. Will put up at Rednal, Post Office, and Pub.

·         Questionnaires – Group looked at the draft copy and discussed changes and ideas.  CD had suggested that we try a few out and see how it works.  Group suggested couple of changes.

SH, DI, MG, HG will have a meeting on Monday to discuss the final questionnaire.

·         Volunteers for delivery/Interviews/collection/collation -
Delivery of questionnaire last few weeks in November and early December.

Volunteers for delivering the questionnaires would like them out and back in a month.  PH may be able to help, IN hopeful, SH,DN,HG,MG will be delivering and collecting back.  Other members of the group will help if needed.


iv.        Liaison with surrounding Parishes – IW,JR
IW will be attending the Five Perry Parish meeting; IW will give a talk on the Parish Plan so far.

v.           Parking/Traffic/Highways/infrastructure-SH, JH
SH has received a letter 4th November from Steve Pearce, he is from the Environment Agency, SH had sent him a letter asking questions about Parish.  SH went through the letter and answers given.  This included HA saying they are considering improvements to Queen Head, Holyhead RD./A5 junction.

vi.        Bridging, Planning and Building Development – CJ, CJ (c)
CJ (c) working on a description on what hub, cluster, open countryside and affordable housing means in an easy to understand paragraph for the main questionnaire.

vii.      Environment – JH, IW
JH has been working on his to do list, working on the history of the Parish.

viii.    Transportation – GM, DI
DI said his questionnaire is ready if anyone wants to look, all agreed it will be incorporated in the main questionnaire.


ix.        Publicity – MD, PM
In the magazine and on the website.

Will look at putting an advertisement in the Advertiser and the Shropshire Star reference the business questionnaire.

These photographs give an interesting insight to how the parish has developed through the years. You may be surprised to see how much industry went on. Some features such as the garages and the Union Inn have been demolished to make way for housing and road building but you will still recognise many important features.

Parish Plan Update 8



PARISH PLAN UPDATE 08


HELP FROM THE RURAL COMMUNITIES COUNCIL

The 7th Steering Group meeting was in the Methodist Church Hall at 7pm on Tuesday 24th September.

This was the first opportunity for Gill Porter, a Development Coordinator from the Rural Communities Council (RCC) to attend a full meeting of the Steering Group. Gill has acted in an advisory capacity behind the scenes up to now, but the RCC has a significant role to play in assisting with Parish Plans, particularly on questionnaire preparation, collation and production, as well as other novel means of discovering local opinions on issues. Further support was again on hand from Corrie Davies of Shropshire Council’s Community Action Team.

Gill took time to explain some of the services that RCC could bring to the themed individual working groups and offered her experienced advice as to the progression of the many current and proposed working group activities, including any costs which might be associated for some of RCC’s support mechanisms.

Expenditure against the budget so far, remains low.

No additional significant information was available on the outline Planning application 13/01221/OUT for proposed housing and commercial units between Holyhead Rd and Tedsmore Rd. Opportunities remain for people to inform the Planning Authority of any concerns on the revised scheme via the Shropshire Council Planning website.

The Plan’s blogsite - : wfparishplan.blogspot.co.uk remains available for ongoing information about the Plan’s progress.

The Terms of reference for the working groups generally had been completed and each of the groups took time to describe and discuss their activities and how they could best be completed.
  • The Clubs and Society’s group had already commenced their questions to local leisure & social groups and were scheduling in others.
  • Considerable work had been done in identifying well over 100 local businesses and preparations were discussed for promoting the ways the Plan Group could glean information from them to assist them in their development. Some relevant flyers/posters are to be prepared, recognising that many of them will not receive ‘Round and About’.
  • Several meetings had been scheduled in for local adjacent Parishes to determine any joint working which could be of value.
  • Relevant organisations for the local environment were identified for liaison on any current or developing matters of local importance.
  • Many relevant questions had been identified for local people on matters of public and private transportation, as well as recognising local service providers.
